    Concept art of Neuron, one of the signature characters from CITY OF HEROES: GOING ROGUE,. As Praetoria's chief scientist and one of Emperor Cole's key lieutenants, Neuron is major player in the new expansion.  His powers include energy direction and super-speed, hence the pose.
