Well, to get a glossy effect like that it's all about the highlights and that's just a simple brush. I'm not sure, whether I got your question right.

I take a brush in photoshop, add in the highlights. Then I take another layer put it on screen and give a slight glare/reflection on parts. But I'm not that great an artist yet. So take that all with a grain of salt.

The answers of the two upstairs are right,I think, all your need to work out the glossy effect is a brush, and than add highlights.
But you should keep trying to find out the most appropriate one.

Look at material that have a glossy surface as reference, then as for photoshop technique, try using path tool to get those fine edges for reflection. And some hightlights. Check out the artist Scott Robertson for realistic rendering.

In that one, is just about getting the colours right, and add the highlights so they shine right according to where the light source is. Well, just and just, it needs a bit of work, study and knowledge. Iridyse has been drawing for years, and the knowledge she applies to her paintings comes from a lot of study and work.

To get these things right, find reference material that has somewhat the same kind of shine/gloss, either something you can look at in real life, or search for reference photos online.

There isn't any filters or brushes that will magically apply things like that, you just have to study and learn how surfaces work. On that image Iridyse has taken an object (a face) and given it another surface finish than it usually has.
