once the heiress to the largest underwater empire, ursula was exiled after being caught experimenting in black magics. furious, she attempted a spell that would transform her into a sea creature that would give her the power to destroy her father's kingdom. her spell went wrong, however, and only part of her body changed, permanently.
she can cast a spell on creatures to gain control of them, resulting in a tattoo on her body. however, too many tattoos at once or any tattoo for a prolonged period of time distorts her skin, and it begins to rot from the inside. she spends her time in exile in humiliation, skulking the ocean floor, and awaits the day for true redemption.

I guess I took the Christopher Nolan thing a bit literal=) But it is an old batvillain so what the heck...

Killer Moth: A villain who acted as a rescuer of the criminals, once they gave the infrared moth signal. But he was always looked upon as a failure, never really taken serously even by the criminals themselves...
