This is from a wallpaper i found:

And those little sparkles(blue shiny things or whatever they're called) can those be made in photoshop?

    If so,how?

I'm still not very experienced in photoshop so i don't know the right applications.

Anything is possible in Photoshop! I'm on a horse.

      Heh.

To get the the glowing "stardust" effect, you could probably use a scatter brush on a layer set to colour dodge or screen. Then to get the variation in the intensity of the glow, just use a soft-edged eraser set to a low opacity. Hope that helps.

yes right, with ps is possible to do almost anything.
and there's a gazillion of ways to do the same thing.

in your case u can paint acluster of white dots with one of the many standard brushes
      then duplicate the layer with your dots and apply some gaussian blur with the layer in "screen" or "dodge" mode;

create a new layer, put it in screen mode and paint some light brushstroke with aerograph
with a light blue to create the large glow

then the final touch, open the brush palette and search for the brush with a 4 pin star shape and try to replicate the lens effect in the same way (new layer, screen or dodge mode...)

Not the same exact effect but it was achieved in just a few seconds...

1.) create a field of white dots
      2.) duplicate the field 4x
3.) each duplication received one of the following (Filter>>Motion Blur at 45,-45,0,90) merge these layers with each other.
---At this point you should have dots+stars around the dots---
4.) take layer from step 1 with the dots "Select Pixels" then Select>>Modify>>Expand... 2ish pixels or so... Fill with any color.
5.) With these new larger dots... Blur a bit... Adjust hue/saturation to a very saturated color... what ever color you want the particles to be.
---At this point your layer order should be (star, white dots, then colored dots.)---

At this point play utilize different ideas to mirror what you see... If I just give you the food you'll never learn how to fish for it
