Hi Dumpduck!

Press ctrl+alt+g (cmd+alt+g for mac) on your overlay layer. An arrow will appear in the layer-bar pointing to the layer under-neath (means it's only affecting the layer below). Do it again for the layer you want to add or move the layer in between the both of them.
