This is a good comparison, but the difference is that an ectomorph is going to have to fight tooth and nail for every kilogram of muscle while mesomorphs have it come easy to them, and if both of them work out with the same intensity the mesomorph is still going to come out on top.
My point is that there's a lot of substance to both arguments - that "anyone can do it so long as they practice' and that "some people have it and some don't". I'd say its a mixture of the two - more a grey scale of difficulty then a "Bobby can art but Tim can't".
This is just my two cents as having known 30 year olds who 'draw every day" but suck and younger peeps who're pretty damn good at what they do. Sure, practice counts for a lot, but some people should just consider another line of work.
